Found this little bit about him....

Rossin
Born Rossen Raytchev Raykov in Bulgaria in 1964, Rossin began painting at the age of six. By age nine, he was introduced to oil painting techniques in local masters' studios.

He was accepted in the prestigious High School of Fine Arts and at the age of nineteen became a member of the Bulgarian Artist association, where members were typically ten years his senior.

He graduated from Sofia Fine Art Academy cum laude. In his senior year he was selected among 2,000 artists to be represented by a Japanese dealer in Japan. For the next five years, while visiting and working there, he was commissioned for numerous portraits of business and political luminaries.

His portrait commissions and solo exhibitions have taken him to France, England, Germany, Belgium, Greece and the Middle East. Important commissions include the President of the Republic of Bulgaria, the President of the Republic of Cyprus and the Lebanese Patriarch (which hangs in the Vatican).

In 2001 he relocated with his family to the United States, where he has created more than 260 portraits to date.

Portraits of judges by Rossin, can be found in numerous courthouses across the country. His family portraits are part of various private collections in Newport, RI, Miami, FL, Los Angeles, CA, Sea Island, GA, Charlotte, NC, etc.

His masterpiece, "Meeting in Time," is a 153 x 244 in. canvas which depicts the U.S. Presidents of the 20th century gathered in the Cross Hall of the White House.

The recent American Royalty Collection includes large scale portraits of Abraham Lincoln, George Washington, Jackie Kennedy, among others.

Two CNN International Specials featuring Rossin aired, May-Aug., 2008 and Dec 2008-Feb 2009.
