Also, in -69-70, per pupil costs were $400 above the national aveage, and by '99-Y2K, $600 below.

There must be some mistake. Everyone knows that California's only problem is that the Dems spend too much. Someone must have gotten the numbers inverted. That has to be it. There can be no other explanation. I am sure of it. Let me think about it for a while.
