How do you put condi in james bakers class? I can see Jim Baker being considered top notch. I tend to agree but Condi was as ineffective in an admin where cheney and dod ruled the roost.

The first thing is your incorrect premise that Cheney and DOD "ruled the roost". You may have noted that Bush fired Rumsfeld despite Cheney's opposition. The Iraq War was won because Bush took decisive action against the advice of some in the Pentagon who wanted to head a different direction.

Did you ever read Woodward's books? These are undoubtedly the best account of what went on inside the administration (if you can leave Woodward's opinions out of it). My takeaway was that Rice wasn't steamrolled by anyone -- although she sometimes used alternative means to get what she wanted (there was the oft-cited incident where Rummy insisted on her not keeping certain documents she was looking at, and Bush refusing to intervene; but she had what she wanted a couple hours later by other means).
