As far as I know, there are no restrictions on where players can run before making a tackle. There is a sideline buffer zone which all bench players and coaches are required to observe. It is illegal for someone outside the field of play to interfere with a play in progress.

And yes, there was a facemask penalty on Arizona. And because a half cannot end on an accepted defensive penalty, another play would have been awarded had he not scored the TD.
