Yes.

The problem was caused (to a large extent) by wasteful spending on the expense side, wasteful tax cuts on the revenue side, poor management on the executive level (lack of investment in infrastructure, Katrina, Guantanamo, foreign policy, etc), and lax oversite in the financial markets. This created large deficits, crumbling infrastructure, excesses in the financial markets, turmoil in foreign policy matters, and a tremendous loss of confidence and credibility in our government.

The damage done was severe and will be expensive to fix.
