No, it disparaged the knowledge and current understanding of the American voter, not their intelligence.

A genius young child, or a genius from ancient times, would be ignorant about most of today's issues. But they wouldn't have low intelligence.

Peter didn't say anything about voter's intelligence (at least not in the statements you quoted, he easily could have done so in other statements).
