Yes, blister rust. It's a rust with an alternate host, gooseberry. It must have both gooseberry and white pine in order to complete its life cycle.

I wish I had all the money that was spent pulling up Ribes bushes. The government kept doing it long after they realized they could never completely eradicate the blister rust. The real reason was it gave the government a ready source of fire fighters, and gave them something to do when they weren't fighting fires.

It infects all five needled pines.
