I was listening to some sort of modeling expert on NPR and he said the best things to do were to give state governments money so they wouldn't cut spending, and would spend as they normally do. He said that type of spending gets in fastest. I don't know if that's true, but it was interesting. I'm afraid no one really knows what they are doing here, or what the consequences of inaction are. Sometimes systems are just too complex- this is probably one of those times.
