That also pays for the health insurance coverage in retirement. I recall that SS opt-out plans in Texas and Colorado required about 18-19 percent of the salary be set aside for the benefits. If the stock market downturn persists, the taxpayers will be footing the bill again. The last two increases came during the 2002 and 1992 recessions.
