There are three things out there that need fixing.
1. banks
2. housing
3. employement


As you may recall before all this distracting tax talk, item #1 in your list caused #2 and 3. So if you fix banks as Japan did #2 & 3 will come along. You cannot simply try to employee everyone in the government - that's a model for failure. Of course people may need some assistance with job training etc - that I can support.
