I just found the first report in a current search that referred to her desire to make medical practice outside of a government payment system a felony. It is widely known that it was in the Hillary Care proposal her illegal healthcare task force produced. There were oodles of of contemporaneous references to it, but those are no longer easily uncovered barring a paid subscription to Lexus / Nexus. Because it appears to not have made your radar fifteen years ago you don't share the recollection of it. Your skepticism is understood and appreciated.
