What is the basis of that assumption. If the government takes the money from me. I would have spent the money or saved it. If I spend it there is no different, if I save it, it becomes available for loans or to capitalize the banks, which is a primary aim of the legislation. Also the banks will lend it to someone to spend and they get leverage of 10 to 1 or better. That means if I save 100 the bank can lend 1000 and create that spending.
