What really happened is that Hilo just graduated 17 new cops and their modus is to turn them loose undercover in Kona in order to raise revenue by targeting tourists and Kona folks. Meanwhile down the road at White Sands, Banyans, Kealakekua Bay landing, Hookena, etc. the locals intimidte tourists, rob them and sit around drinking and selling drugs all day and into the night. Folks that live adjoining these places continually are calling the police to no avail. Even still, you'd think driving away the few tourists we have would be counterproductive in a depression!
