Some of the regulations have changed - the zero down practice was not stopped by the government but by the banks themselves due to their poor financial conditions. We need to clean the finance balance sheets to encourage lending to businesses - that are the ones that will create sustainable jobs. Probably not such a bad idea now at the bottom of the housing market than it was at top. Now that's really dangerous thinking. Lets start a new housing ballon.
