And the most difficult stage in the process has yet to come. Assuming the Senate passes their version of the bill, both Senate and House bills go to a conference made up of both House and Senate members. Its at this point the differences are wheedled down. Its also at this point when the White House gets directly involved. This is when the real tweaking and fine tuning will occur. At the end, the bill should be a nice stimulus package.
