What are you talking about? In pre-airplane days, hurricanes were tracked by ship plying their trade routes. When airplanes were developed, they and later with the help of radar, could do a lot of investigating.

Besides, the first weather satellite was LAUNCHED IN 1959! So where do you get 1978?
