Please understand, Fleck hasn't turned long-term bullish at all. He thinks there's a decent chance of a stimulus rally for the next month or 2, so he's renting MSFT and CSCO to play it. he also feels strongly new lows are coming later in the year, once it becomes obvious that a poorly designed $800B stimulus is like p*ssing into a hurricane.

(Poorly designed to stimulate, I mean. It's very nicely designed to give money to people who will happily save it. I don't necessarily even think that's bad, it just isn't very stimulative.)
