I don't know the answer to your question but I can tell you about my experience in public education in the Baltimore County Community College. I had been a part time instructor for some years. The last year I taught there, I was called in by an administrator and told that there were new policies being implemented. I was told that failures were unacceptable and that I must find a way to bring students who could not make the grade up to snuff. I pointed out to the supervisor that most of my students did well and the failures I did have were among those who did not attend class, those who were not fluent in English and those whose high school education left them unprepared for college. Translation they could not read or understand college level english. He acknowledged that but still insisted I had to find a way to get these students to pass. I asked him what assistance I would get from the college in working these miracles and of course the answer was none. I then asked him for suggestions as to how I might perform these educational miracles. He had none. Finally with a wink he said look just play along and pass them on. That was the last semester I taught. So if there is a dearth of conservatives in the system, that is why the system lost this conservative.
