But doesn't that ring ominously similar to the republicans chant - "reduce taxes because it brings in more taxes".

Perhaps to you, but not to me. No one is arguing, at least no one I've read, that spending now will reduce the deficit. Rather that without the spending the deficit will be larger than it otherwise would be.
