If federal disaster recovery is an important function, then he should have had personnel ready to roll on day one. The reality, of course, is that FEMA is not a first-responder and never has been. Only in NOLA did the Left make it out to be a FEMA problem. After all, it was Bush's FEMA. Now, as Obama's FEMA, there's no hurry about anything.
