What do you do fire the teachers and close the schools only to have to rehire the teachers and reopen the schools when the elementary schoolers get to hs? High school and elementary school teachers aren't interchangeable. So yes one group would theoretically see layoffs even as another group might see hires. Mainly, though, what you don't do is build new buildings. That's what I'm talking about.....stimulus money going to build new buildings, which was Krugman's lament.
