1) No procedure for unwed single mothers.
2) No procedure for married woman who already have 2 or more kids
3) No procedure for woman who are not mentally stable
4) No procedure by doctors who have been in trouble with the State


First of all, if you approve policies like that, you open the door to intrusive and tricky to police policies in other arenas, policies that may not suit you at all. How about "no stents for people who eat eggs or are overweight"? Or for those who "are mentally unstable or have no dependents"? Don't want to go down that road.

And second, you don't make rules around anomalies. It's not cost effective and it makes for bad rules. You treat anomalies as anomalies.
