A little...

They are the current Software MPEG1 decoder Microsoft supplies with Active Movie.

It works fine for MPEG1 at VCD resolutions if your machine is fast enough. However load up office or your favorite browser while playing a video and you will see frames dropped (on my home machine 200Mhz MMX Pentium). Other than that it's not too bad.

MPEG1 at VCD resolutions has a compressed rate of 1.5mBits.
MPEG2 at DVD resolutions averages 5-8 mBits with 10 mBit peaks on some material.
