I have no idea. The only things I know about health insurance are the federal program and bits I pick up here and there.

I was talking in terms of public policy. If within the framework of health care we want to regulate private insurance so that they don't drop clients or raise premiums, I would think we'd have to make joining early a requirement. And if we want to socialize the system, we'd have to make it mandatory for young people. I don't think it reasonable to join a program in middle age and expect to not pay a premium.

I'm not advocating anything here, just analyzing the scenario.
