I think the key is to focus on things that create true wealth (items that will create sustainable demand for goods and services after the stimulus money dries up) versus those things that just create temporary demand and fade without stimulus support.

I wouldn't be surprised. My inclination would be to scrap the whole thing. Too many unknowns to spend that much money.
