And you don't just need computers and interconnected networks to deal with this issue, you need software, and you need techniques, both on the computer side, and on the side of physically managing the inventory.

Not really. The improvements needed for many problems are not so big. In this case it was a bigger problem so it required a number of improvements, that combined could be considered a breakthrough, but the improvements aren't rare.
