In any case I didn't say that the two points where THE key factors, merely that they where important factors.

Please explain. Since mortgage deductibility was in effect before and after the decline in house prices; and cap gains limits were in effect before and after, how were they an important factor? Nothing changed on that front.

I can understand how in an 'efficient market' those factors would make prices go up, but I can't understand how they would make them go down.
