To my knowledge neither of them ever said "tax cuts will solve all problems" or other words to that effect.

There point is more like "tax cuts are normally a good thing", that doesn't resemble "tax cuts will solve all".

Laffer's most famous idea is the Laffer curve. That just states that income tax rates near 0% or near 100% generate little revenue, that in between those two there is a maximum point, with revenue at first going up as you decrease tax rates and then going down. Beyond that he was associated with support of tax cuts, but support of something doesn't mean you think its a panacea.
