No easy decisions - but there are many options: everybody seems to get locked in to massive projects. China has a better approach to nuclear than the US, with its "megaproject mentality".

Critics of the AP1000 characterized Jaczko's statement as a sign NRC was having second thoughts about the design.

The statement is "a major setback" for new nuclear construction in the country, said anti-nuclear group Friends of the Earth. Jaczko's comments signal that the licensing of AP1000 construction "has at a minimum been delayed," FOE said in a statement May 20.

The group has previously opposed licensing of the design, saying the shield building is not proven to be strong enough to stand up to natural phenomena and that the stand-alone steel containments is vulnerable to undetected corrosion.
