Before the 90s, economists used to believe that there was a natural rate of unemployment that ran about 6% in a prosperous economy. Current rate is 7.6%. The rate in the depression was 25%

Haven't they changed how unemployment is measured and reported? My impression is that this is not and apples to apples comparison, although I don't know the adjustment that would make them equivalent.

There is no question that 1 out of 4 people unable to find work would be catastrophic. Certainly with the fear that Obama and his allies are sewing the rate will go higher than eight percent. Ten percent is probably not outside the realm of possible and even probable.
