Hopeless it may be. But, people are noticing. He polls well for bipartisanship. The Republicans though, don't.

So, if he can't actually get Republicans onboard, the next best thing is getting credit for trying. Which he is. The ball is now in the Republicans court. Either they start behaving like adults and join in to help, or they sulk in the corner and keep losing ground.

Making up stuff about what is in the bill is not going to win them points.

I guess when you agree with him, that urgent action is needed to prevent a crisis from turning into a "catastrophe," anything he does for PR doesn't need to be excused.
