A few details not reflected there and some over-arching thoughts.

I think that reducing cost is the key. In addition to what was at the link I'd like to see all protocols documented and available to everyone along with dissenting comments or proposed alterations. A lot of info for consumers on line. Pricing information for various medical procedures so you can see what the standard is. And insurance company reporting, financial statements designed for consumers. Educated consumer and all that.

There would be an oversight body to make sure everything published is kosher.

Structurally, I would decouple health care from employment. National plans would be available to residents of every state regardless of state regulations. Insurance would be insurance, not prepaid health care like much of our insurance is now. Different levels would be available just like car insurance. There would also be prepaid health care plans for those who want comprehensive coverage. The insurance vehicles would be a whole lot cheaper.

There would be national pools for uninsurables with the feds paying some of the premium.

Medicaid and Medicare would be expanded if necessary to reflect affordability vis a vis the new costing structure. I would expect everyone not now covered by Medicaid to be able to afford insurance. If not, Medicaid eligibility would be adjusted.
