They merely highlight a decline once monetary velocity is taken into consideration.

Last time I checked money supply and velocity were critical to determining the monetary exchange equation:

MV = PQ

We could have less money in the system and hyper velocity in transactions, or high money supply and very low velocity and we'd still arrive at a similar result..
