My guess on the Census problem is that the last few censuses have skipped probably millions of people , most poor,urban and non-english speaking. Obama is planning to bring the Census bureau back under the White House, out of Commerce. I am guessing the reason is that the WH thinks the bureau might continue to undercount these people and keep $$$$ out of urban programs. I agree with this.
