The money might be SAVED instead of being spent. (That's what largely happened with Bush's stimulus rebate checks last year. Resulted in very very LOW stimulative effects say the economists.) After all, (same as with giving money to the Banks... will they then LEND? Maybe not), you can lead a horse to water but you cannot guarantee that he will drink. The only way to GUARANTEE that the money will be spent in the economy (thus: producing stimulative effects as it 'multiplies' through the economy) is to SPEND MONEY.
