Brumar is apparently confusing all computers with hacked electronic voting machines. He also doesn't know if he wants to lock up or at least closely monitor all pregnant women to make sure they don't do anything to harm the entirely separate person growing inside of them. Maybe he just wants to haul them off to prison if they are caught buying a bottle of wine or found deficient in nutrients. Of course, if the person growing inside of a pregnant woman is entirely independent then the heroin injecting, pot smoking activites aren't a problem for them anyway. It is hard to follow Brumar's lack of logic as it goes around in circles and ends up bumping into brick walls.
