This continues to be a slogan pushed forth by the "do something" folks.

What infrastructure is crumbling and causing a drag on the current economy? Highways? Why shouldn't the maintenance simply be covered by the normal highway budgets?


Because the normal highway budgets have not been adequate. Plus, the feds are doing a poor job of keeping up the interstate system. There hasn't been enough money in the federal budget to allocate the necessary funds. Consequently, there is a great deal of deferred maintenance. Did you not read the story behind the bridge collapse in MPLS? You should.
