I'm not defending the lack of availability of that info prior to a vote. I'm not sure why the Dems think that is defensible. I don't. But I'm a realist and I know how things work. No manager has the time to read every document that gets created in their department, unless they only have a handful of employees. That's a fact. So accommodations must be made. Executive Summaries must be generated. It's how life in the big company or big government works. Your outrage won't change that, because it is physically impossible for one person to read everything that comes across their desk.
