They already have it. It's called "electricity". Long term, actually intermediate, like 25 years, liquid fuels for private use will be gone. Might used compressed air to run yer car, tho.
And we'll look back with regret that we sent all the feedstock for the plastics industry out the tailpipes of our cars.

Oh, and that won't put many people to work, which is the idea of this bill. Put the money in a transportation or climate bill. Like Boxer's..
