The one ardent, consistent complaint I've had with the Bush administration is that he didn't control the expenditures. Wasteful spending like the Education bill and Medicare Part D should never have happened. And the TARP program was anathema to me -- although at first, I was sucked in by the apparent categorization as a national emergency, I did see through before the deal was done.

So, yes, I expressed my concern time and again.

Obviously, you never allow budgetary decisions to figure into war decisions. That's what you guys were confused about.
