You asked "Who was the butthole that gave $350 billion of TARP monies without any restrictions?" It was a bipartisan thing, but a majority of the "buttholes" who gave it to us where Democrats. Congress gave the money; then Paulson, a Republican, turned around and gave it out without restrictions. Why? God knows he wasn't new to business. And any businessperson will tell you you don't loan $350 billion without any restrictions. So why did he do it in that way?
