I think your the one who needs to go back and reed it again. They estimate an EXPANSION of 6.6% in second quarter 2009, after slowing down to 6.3% in the first quarter. Slowing down TO means 6.3% implies a growth of 6.3% (but less growth than the quarter before), as opposed to "Slowing down 6.3%", (which they did not say) which might imply shrinking 6.3%, but more likely would mean 6.3% less growth (which for most countries would mean a contraction, but no so much for China).
