I believe the Constitution lists three ways to pursue amendment. (And what you named is one of them... and, IMO, one we should not be so afraid of. It will allow us, 'we the people' to BYPASS those dullards and corrupt pols in Congress... and move on something they would really fear: a Balanced Budget Amendment for our Constitution.) Just my two cents... but I believe that's about all they really fear from the public.
