rubber, i think it is more accurate to say that the state unions have gained control of the majority of CA government. however, they are one vote short to pass their $70 billion state worker and general pork slush fund.

the private sector is getting killed here and arnold thinks we care about potential layoff notices... heck, 16-20% of private sector employees got more than a "maybe" when it came to a layoff.

It was created by Proposition 13, which introduced the 2/3 majority requirement for new taxes and the state budget.

While at the same time crippling the state's most stable and reliable revenue source (property taxes).
