I don't think Gray Davis gets all the credit. Remember Jerry Brown? (Gray Davis was his chief of staff)

California's economy didn't go bad overnight. This is many years of mismanagement coming to roost all at once.

But certainly Gray gets some nice shiney stars for his policies. Gray is also credited/blamed for the california energy crisis. And he certainly gets some of the blame, but it was Pete Wilson's half assed deregulation that put us in the position to start with. (arguably a real deregulation wouldn't have made it through the democrat controlled state legislature)

Arnold is doing the right thing though. If we don't have the budget to pay state workers....no choice but to lay them off.
