I'm surprised none of the ratings agencies have commented about the elimination of common divvies. To date, that is probably the most important way for C and BAC to preserve capital. I think everyone is worried that Obama's $50 billion modification plan might blow up the banks by creating incentives for people to go into foreclosure.
