I would add if the perp was a victim of outrageous proprietorial abuse, that makes a good candidate for pardon.

Pardoning people in his own administration is what saved Bush 41 from a long politically motivated witch hunt. Based on Leahy's actions, I'm guessing Bush 43 might have made a mistake by not pre-pardoning some of his people.

I take issue with Bush on those border guards. He just commuted their sentences, as he did with Libby. I thought the border guards should have received pardons.

I can understand Bush's POV on Libby. He held him to a higher standard.

While Libby fell prey to some insanity during a ridiculous witch hunt, he really had only himself to blame for the outcome.
