Bush was the last Post Turtle and the Repugnicans wanted to put another Post Turtle in power. IMO, it's the extremists in the GOP (pretty much all of them), that wanted to put incompetents in govt. so that it pretty much becomes ineffective (as an overseer) and their crooked Wall St./Oil/Defence Buddies can go around and rape and pillage.
