Taxi: If your logic were accurate it would mean no major oil company ever makes a deal on a concession with only "potential" findings. But, in fact, they do buy and bid on these concessions all the time.

I don't know for a fact that one will make a deal with AIPN right now. But, since the company says they are in "active negotiations" with one, that certainly is a "logical" outcome.
