I read an article about this yesterday...they are playing to their base once again. They know that their state legislators will not allow them to do it, so they run little financial risk by saying that they won't take the money. A congressman from SC, concerned about this very issue, put in a provision in the stimulus bill that allows state houses to override their politically ambitious governors. Pathetic, isn't it? And inode calls them patriots. Its all about politics and ideology.
